Abstract

The rise of street crimes in the Special Region of Yogyakarta has caused unrest among the people of the Yogyakarta area and has become a threat to public safety. Street crime which is often referred to as Klitih. Klitih is an abbreviation in Javanese, namely going around golek getih, which in Indonesian means going around looking for blood. The term "klitih" actually does not refer to anything negative. In Javanese, "klitih" or "nglithih" is defined as the activity of wandering or looking for wind outside the house. However, this meaning is no longer relevant and now the term klitih has experienced a shift in meaning which is interpreted as something negative and now calls it street crime. These street crimes use knives, machetes, swords, motorbike gears and other sharp weapons to attack people on the streets. Street crime, which is very widespread in the Special Region of Yogyakarta, still raises questions for the public regarding the reasons why someone commits these street crimes. So this study aims to see what are the factors that cause high street crime rates in the Special Region of Yogyakarta. This research is a field research that is descriptive-analytical in nature. The approach used in this research is empirical-sociological. The data collection method was carried out through observation and interviews with the Special Region of Yogyakarta Police, the Legal Counseling Team of the Ministry of Law and Human Rights, Teachers at Middle School 2 Bantul, community volunteer guards, and friends of street crime perpetrators. The analysis used is qualitative analysis. The theory used in this research is Law Enforcement theory and Law Effectiveness Theory. The results of this study indicate that the high number of street crimes in the Special Region of Yogyakarta occurs due to several factors including legal factors, namely the existence of diversion for children who commit criminal acts causing a new phenomenon in the process of law enforcement against children, the factor of facilities or facilities, namely the lack of CCTV and lighting on roads that are prone to street crime, family factors including lack of attention from parents, environmental factors including wrong association, and cultural factors, namely the culture of parents facilitating motorbikes for their children who have entered junior high school. In terms of law enforcement theory and law effectiveness theory, it can be seen that street crime law enforcement in the Special Region of Yogyakarta is still ineffective.
