Abstract

This research is motivated by the problem of disparity and the low participation of persons with disabilities in higher education, especially in Aceh. Fulfilling the right of persons with disabilities to obtain general education has become a basic right guaranteed by the constitution. The existence of these problems shows that higher education is still exclusive and cannot be accessed by persons with disabilities due to the lack of concrete availability of services and regulations that are in favor of persons with disabilities. The existence of this phenomenon is considered discrimination against them. This discrimination becomes a problem in terms of policies and attitudes shown by PTKN leaders in seeking the rights of persons with disabilities as part of human rights through an inclusive education policy. This study used a descriptive-qualitative method, and the selection of informants as subjects in this study was carried out by purposive sampling. Data collection is done through observation, interviews, and documentation. The stages of analysis in this study were carried out by reading the entire data, coding, making small themes, presenting them in narrative form, and interpreting the data. This study concludes: first, PTKN is still not ready to implement an inclusive education policy as regulated by the government in PP No. 13/2020. In the view of the Heads of PTKN, the unavailability of regulations and services specifically is due to the presence of persons with disabilities based on data and complaints that have not appeared, so inclusive education policies cannot be carried out as they should. Second, accessibility for persons with disabilities available in tertiary institutions is still not accessible. Some of the provisions for physical accessibility are already available. However, in terms of safety and self-reliance aspects, they are still not under government regulations, as well as non-physical accessibility. Third, in terms of the support shown by accepting persons with disabilities and treating them as human beings in general, there is a no different treatment. Support for persons with disabilities in tertiary institutions appears based on a sense of empathy and acceptance by the environment. Even so, discrimination is shown by not being able to give differences because it creates injustice among students and people with disabilities who are unsuitable for all types of education or study programs offered by the campus.
