Abstract

Air pollution is the entry or inclusion of substances, energy, and/or other components into the established ambient air. The processing of textile waste at PT Samitex has not been carried out properly, causing air pollution. Law enforcement efforts against air pollution that occurred in Krapyak Kulon Hamlet have been carried out by the DIY Environment and Forestry Service and the Bantul Environmental Service, but pollution still occurs so it is necessary to examine how law enforcement carried out by the Provincial Government of the Special Region of Yogyakarta and Bantul Regency against air pollution cases due to PT Samitex's activities. This research is a type of field research that is descriptive analysis. The approach used in this study is a juridical-empirical approach. The data used in this study were interviews with the DIY Environment and Forestry Service, the Bantul Environmental Service, PT Samitex, and the people of Krapyak Kulon Hamlet as well as laws and regulations related to environmental protection and management. Based on this research, it was concluded that the Environment Office of DIY Province and Bantul Regency had indeed made efforts to deal with air pollution in Krapyak Kulon Hamlet in the form of supervision and guidance on PT Samitex. However, in enforcing the law, the Environmental Agency has not applied sanctions against PT Samitex, the Environmental Agency prefers to solve the pollution problem by mediating between residents and PT Samitex rather than applying administrative or criminal sanctions to the factory. As for the reason, first, this fugitive emission is an emission that is not released through the chimney and will automatically spread everywhere, making it difficult to remove the smell; second, PT Samitex has made maximum efforts to change its waste treatment, in order to reduce air pollution which is currently in the improvement stage.
