Abstract

This study discusses the response to merchants with an MDR of 0.7% in the Special Region of Yogyakarta for each QRIS e-payment. The existence of QRIS is proof that the development of the world of technology and the payment system in Indonesia has developed, with SUPERIOR characteristics. 1. Universal: Openness to all levels of society, including for domestic and foreign transactions and can accept payments for any application that uses the QR Code. 2. Easy: Just use one cellphone and 1 QRIS for all kinds of payment applications. 3. Profit: It benefits merchants and buyers because transactions take place precisely and carefully through one QR code that is used. 4. Direct: Payments with QRIS will be processed quickly and directly so as to support smooth transactions. From the success of socializing the use of QRIS, many consumers asked business actors to immediately use the payment system via QR scans. This is because it is considered more practical and safe, moreover there is no need to prepare change. This research is a qualitative descriptive research where the research process by collecting data is compiled, explained, analyzed and then concluded. Apart from that, in order to collect data using observation, interview and in drawing conclusions on the qualitative data, the authors use the deductive method, namely the method that departs from general knowledge and then evaluates things that are specific in the Special Region of Yogyakarta. The results of this study indicate that the vision and mission of the Vision of the Indonesian Payment System (SPI) 2025 which is in order to support the integration of the national digital financial economy so as to ensure that the functions of the central bank in the process of money circulation, monetary policy, and financial system stability are aligned with what is being carried out. However, from the 6 features of the maqāṣid asy-syarīah system approach according to Jāsser ‘Auda, in terms of multidimensionality that takes into account facts on the ground, not a few merchants have complained about the application of MDR, especially the 0.7% MDR which will be deducted when transacting with MSMEs. Because the profits are relatively small, many MSMEs apply the technique of adding money when buyers want to make transactions through QRIS. This addition averages Rp. 500-1,000, -, then with features aimed at being the most core thing that merchants with an MDR of 0.7% in the city of the Special Region of Yogyakarta explain that the vision and mission and characteristics of SUPERIOR have reached a satisfactory point, but not with an MDR deduction which has been set.
