Abstract

The Non-Cash Food Assistance Program (BPNT) is an important program in meeting the needs of the community, especially in 2021 during the COVID-19 pandemic. However, the implementation of this program has challenges such as assistance that is less able to improve welfare, conflicts of interest, and program distribution mechanisms. According to the researchers, the BPNT program has a tendency as an electoral political transformation to build image, politician strategies, and welfare fulfillment for the short term. There is still social inequality related to social protection, based on this issue, this research will try to explore information about how the regulation and distribution mechanism of the BPNT program. This research method is a qualitative method based on case studies through in-depth observation of phenomena or symptoms that occur in the field by observing objects to find out how regulations, distribution mechanisms, and benefits of implementing non-cash food assistance programs in Krangean Village. So the type of qualitative descriptive research is seen as more relevant in describing the research, then the results of field studies are described descriptively using the results of interviews, documentation, and observation. The results of the study showed that the implementation of the Non-Tuna Food Assistance (BPNT) program in Krangean Village had a positive impact on Beneficiary Families (KPM) with the food subsidy process. In the 6T criteria, the BPNT program has met the predetermined requirements, but there is still a lack of precise administrative processes in disbursing aid. Based on the theoretical perspective, a person is incapable because of economic structure factors that cause them to fall into poverty. Beneficiary families receive assistance from the BPNT program because the family is trapped in poverty, this is because the family has factors that are less able to meet their daily needs, factors because they do not have a job, and the age is vulnerable.
