Abstract

East Java Province is one of the provinces in Indonesia which consists of 38 Regencies/Cities with a fairly good level of economic performance. Besides that, East Java Province also has various potentials, both natural potential and superior sectors. With many positive things in the field of economy and government performance, it is necessary to know more about people's welfare which can be known through the human development index indicators involving related aspects such as education, health and the economy. The purpose of this study is to analyze how the human development index in districts/cities in East Java Province is influenced by government spending on education, government spending on health and the labor force participation rate. This research applies the panel data regression analysis method using secondary data during the 2010-2021 period. In this study the analytical model chosen to be used is the random effect model. Based on the findings from this research, the results show that during the period 2010 to 2021, the variable government spending on education partially has a significant effect but has a negative relationship. The variable of government spending in the health sector partially has a positive and significant effect on the human development index. The labor force participation rate variable has no significant effect on the human development index. Simultaneously, the variables of government spending on education, government spending on health and the labor force participation rate have a significant effect on the human development index in regencies/cities in East Java Province. The coefficient of determination obtained is 0.607650, which means that the variables of government spending on education, government spending on health and the labor force participation rate have a contribution of 60.76 percent (60.76%) to the human development index. The remaining 39.14 percent is explained by the influence of other variables not in the model.
