Abstract

Consumers and business actors will be the main actors in implementing consumer protection. Consumers will continue to be encouraged to be more independent and empowered. This will create a healthier and more balanced relationship between consumers and business actors. It is therefore hoped that the National Strategy for PK will be able to improve Indonesian consumers' understanding of their rights and obligations as consumers, and be able to use and fight for them (critical and empowered). For this reason, the Stranas PK, in the pillar of increasing consumer empowerment, implements 2 (two) strategies, namely (1) implementing effective consumer education and advocacy, and (2) providing an integrated, reliable and trusted consumer information system. Based on the explanation above, the authors are interested in further researching the results of the implementation of Presidential Decree No. 50 of 2017 in terms of increasing consumer empowerment. The type of research used by the authors is library research by reading and studying primary and secondary legal materials as well as other supporting materials related to this research. The approach that will be used by the authors is normative-juridical research, namely research conducted referring to legal norms found in laws and court decisions as well as norms that apply in society concerning people's habits. After describing a number of matters in the previous chapters, a conclusion can be drawn, namely: In the 2017-2019 national consumer protection strategy, it consists of 3 (three) pillars, namely increasing the role of government, increasing consumer empowerment and increasing business compliance. Indonesian consumers are expected to play an active role as the main subject in efforts to strengthen consumer protection, and no longer just as helpless objects. Consumer empowerment in the national consumer protection strategy will be carried out through 2 strategies, namely (1) implementing effective consumer education and advocacy, as well as providing an integrated, reliable and trusted consumer information system. In the implementation of this Presidential Decree, presidential instructions were still not found according to the mandate of the Presidential Decree, so that in the implementation of the PK-National Action, its validity was questioned, considering the legality principle that forms the basis of an activity, even if this presidential regulation did not mention that National Action-PK activities must go through an Presidential Instruction, then it will continue, considering the urgency of consumer protection.
