Abstract

In Indonesia, beggars, street dwellers, and street children are vulnerable groups that often face various social, economic, and security challenges. To address these issues, the Government of Tegal Regency issued Regional Regulation No. 4 of 2020 aimed at protecting and facilitating the reintegration of beggars, street dwellers, and street children into society. Prevention, rehabilitation, and social reintegration efforts are carried out through the background described by the researcher above, the researcher formulates two main issues, namely: How is the implementation of Regional Regulation No. 4 of 2020 on the Handling of Social Welfare and Homeless People in Tegal Regency, and What is the policy of the Tegal Regency Social Services Agency regarding the handling of social welfare and homeless people from the perspective of Maqasid Sharia. This research is a field research. The nature of this research is descriptive-analytical, which provides an overview and analysis of the implementation of social services policies based on the Tegal Regency Regional Regulation No. 4 of 2020 on the handling of social welfare and homeless people, which is then analyzed with public policy theory and Maqasid Sharia. The approach used in this research is empirical-juridical, which examines the applicable legal provisions and what happens in reality in society. The methods used are interviews, observations, documentation, and data analysis. The research findings indicate that the implementation of Regional Regulation No. 4 of 2020 on the Handling of Social Welfare and Homeless People in Tegal Regency has provided a systematic and comprehensive guide to planning, implementing, and evaluating programs for the handling of beggars, street dwellers, and street children. The Tegal Regency Social Services Agency has a clear and strong legal foundation in implementing the policy on the handling of social welfare and homeless people. Additionally, the impact of the Tegal Regency Social Services Agency's policy in handling social welfare and homeless people from the perspective of Maqasid Sharia shows the commitment of the local government and reflects the principles of Maqasid Sharia, which emphasize the importance of fulfilling basic human needs and protecting and promoting their welfare.
