Abstract

Sooka Village is one of the villages in Punung District, Pacitan Regency. Based on Pacitan Regent Regulation No. 42 of 2010 concerning Guidelines for the Implementation and Empowerment of Village and Kelurahan Community Institutions in Pacitan Regency states that Village/Kelurahan Community Empowerment Institutions (LPMD/LPMK) are institutions that are local, non-political and have social functions, positioned as partners of the village/kelurahan government in efforts increase community participation in the field of community empowerment and development. Village Community Empowerment Institutions as village government partners must be able to realize their roles and functions as social institutions, through collaboration with various parties to improve community development and empowerment in villages. However, problems related to the role of the LPMD often arise that the LPMD has not played an optimal role according to the provisions of the applicable regulations. The role of LPMD is very much needed in encouraging community participation in development. Of course it can be said to bring benefits to the public good, namely the benefit of increasing the level of economic welfare of the people of Sooka village. This research is a qualitative research by taking the research location in Sooka Village, Punung District, Pacitan Regency. In data collection emphasizing the acquisition of data in the form of observations, interviews, and documentation. The data analysis was carried out by selecting and concentrating the data that had been collected, then compiling patterns from the research results in a narrative form and then drawing conclusions from the data that had been obtained in the field. The results of the study show that although the LPMD in Sooka village still exists, its role as a team for drafting village development plans (RPJMDes and RKPDes), which are the embodiment of the duties and functions of the LPMD according to statutory provisions, is no longer running effectively and optimally because many administrators do not active again. The implication then has an impact on the lack of coordination with the village government, besides that the aspirations of the people cannot be channeled properly. As a result, many development programs were not realized. Viewed from the perspective of maslahah mursalah, LPMD is a partner of the village government whose role is to encourage community participation and build independence and a spirit of mutual cooperation in village development according to the mandate of Law no. 6 of 2014 and Pacitan Regent Regulation Number 42 of 2010, their existence is urgently needed by both the village government and community members. Thus, the LPMD of Sooka village in this context has been carried out in accordance with the principles of maslahah, it's just that the realization is not optimal because the LPMD has made efforts but has been constrained by several factors. One argument that can be based on explaining the benefits of the LPMD's presence in Sooka village is the fact that without optimal involvement of the LPMD, as has been the case so far, many of the previously planned Sooka village development programs cannot be realized, thus causing harm to development. the welfare of the people of Sooka village.
