Abstract

Green Open Space is a term used to describe a collection of large open spaces within cities that contain a variety of vegetation (endemic and introduced), plants, and trees that provide direct or indirect advantages to residents. To reap these benefits, green open space must satisfy stringent standards of 20% public green open space administered by the government and 10% private open space managed by private entities or the community. This is listed in Mayor Regulation Number 17 of 2021, Governing the Management of Green Open Space and Public Facilities, as meeting Yogyakarta City's 20% Green Open Space requirement. The purpose of this research is to explain the implementation of Mayor Regulation Number 17 of 2021 regarding the Management of Public Green Open Space and Public Facilities in the Pakualaman Sub-District, as well as the government's efforts to fulfill public green open space by Mayor Regulation Number 17 of 2021 regarding the Management of Public Green Open Space and Public Facilities based on Maslahah Mursalah theory. This study conducted a descriptive-analytical field study that employs an empirical juridical approach. According to the research findings, the Yogyakarta city government's implementation of Mayor Regulation Number 17 of 2021 regarding the Management of Public Green Open Space and Public Facilities has not been fully effective due to a variety of factors such as legal factors, law enforcement, facilities/amenities, and the surrounding community of the Pakualaman Sub- District. Implementing Mayor Regulation Number 17 of 2021 on the Management of Green Open Space and Public Facilities in Yogyakarta City aligns with the objectives, principles, and requirements of Maslahah Mursalah to eliminate harm. However, establishing spatial planning concepts and effectiveness in the Pakualaman Sub-District benefits the Pakualaman community in accordance with the principles of Maslahah Mursalah.
