Abstract

Village Community Empowerment Institutions are one of the Village Community Institutions that grow and are developed by village communities, which are village government partners in assisting the implementation of participatory village development activities, collecting and channeling aspirations as stipulated in Minister of Home Affairs Regulation Number 18 of 2018 concerning Village Community Institutions and Village Traditional Institutions. However, symptoms were found such as a lack of knowledge of the roles and functions of Community Empowerment Institutions, causing low levels of community participation in village development and resulting in a lack of attention from the village government in improving village infrastructure progress. Therefore, the author wants to examine this problem further with the formulation of the problem what is the role of the Kotabaru Seberida Village Community Empowerment Institute in realizing village development? Has the role of the Kotabaru Seberida Village Community Empowerment Institute been running according to Minister of Home Affairs Regulation Number 18 of 2018 concerning Village Community Institutions and Village Traditional Institutions? This type of research uses field research methods (Field Research) which uses empirical juridical observations in collecting data in the field. In the data collection method, the authors use interviews, observation, and documentation. The research results obtained from this study indicate that the role of LPM Kotabaru Seberida Village has carried out its role in accordance with the Regulation of the Minister of Home Affairs No. 18 of 2018 LPM but it is still not running optimally in village development, both in terms of program planning, program implementation, and in terms of accommodating and channeling the aspirations of village communities. This is caused by, first, the low participation of the community which results in the distribution of community aspirations not running optimally so that the direction of development is not on target. secondly there is no honorarium that LPM members get and there is no operational costs for carrying out their duties. This is due to the village government not budgeting in the village income and expenditure budget (APB-Desa) for honorariums/incentives as well as LPM operational costs, causing LPM members to be less active in carry out their duties and LPM cannot create programs for community empowerment that are oriented towards village development.
