Abstract
This study aims to analyze the application of the Maqāṣid al-Shari'ah Software Development Index (MSSDI) as an evaluative instrument to measure the suitability of the development process of digital public service applications based on Sharia values. This study focuses on the Magelang Smart Service (MSS) application developed by the Magelang Regency Government as part of its digital bureaucratic transformation. The need for a measurement tool that not only assesses technical aspects such as functionality and efficiency but also considers benefits, ethics, and sustainability drives the use of the MSSDI. This framework incorporates the seven practical dimensions of maqāṣid al-Shari'ah according to Aulia Faqih Rifa'i: developing knowledge, strengthening capabilities, fair returns, affordable products and services, eliminating injustice, providing information to stakeholders, and ensuring stakeholder interests. This study employed a research design method that encompassed three stages: conceptual thinking, solution design, and empirical validation through questionnaires completed by three informants directly involved in the application development process. The measurement results indicate that the implementation of the MSSDI in the MSS application is in the high category, with an average compliance level of 85.59%, equivalent to a score of 4.28 on the Likert scale. The dimensions with the best achievements include knowledge development (D1), capability strengthening (D2), reasonable returns (D4), and service affordability (D5). However, in-depth analysis found room for improvement in aspects of performance documentation, quantitative data-driven decision-making, alternative risk management systems, and system configuration control. This research provides a theoretical contribution to the development of a software evaluation model integrated with the principles of maqāṣid al-syarī‘ah (obligatory principles of Islamic law), while also offering a practical approach that can be used as a reference in formulating more ethical, beneficial, and accountable digital public service policies in the context of Muslim communities.
