Abstract

Technological advances create a development of mindset that makes people have ideas and ideas that can produce a product or service, including the modification of motorized vehicles. Modifications that are often made on four-wheeled vehicles lately, among othersswap engine (engine changes) made by replacing a batch of engines with higher performance accompanied by the typical modifications of the related workshops, and modificationsbody convert (car body cut application) on the pretext of wanting to change the appearance of the car to a higher type. Regulations that accommodate modifications to motorized vehicles are listed in Article 50 paragraph (1) of Law Number 22 of 2009 concerning Traffic and Road Transportation (UULLAJ), that "Type tests must be carried out for every Motorized Vehicle, trailer, and attached carriage, which are imported, made and/or assembled domestically, as well as modifications to Motorized Vehicles that cause a change in type". Furthermore, Article 277 UULLAJ regulates criminal provisions for modified vehicle owners who do not carry out the vehicle type test obligation. However, there are still many modifiersswab engine andbody convert which does not perform mandatory type tests. For this reason, the author is interested in researching law enforcement against modificationsswap engine andbody convert on four-wheeled motorized vehicles according to Law number 22 of 2009 concerning Road Traffic and Transportation. This research is a type of field research (field research) with a juridicalempirical approach. Data collection techniques in this study are through observation (observation) and interviews. The analytical method used is a qualitative analysis method by analyzing and describing data obtained in the field and associated with laws and regulations. The result of the research is that law enforcement efforts by the DIY Regional Police are against modificationsswab engine andbody convert on fourwheeled vehicles that do not carry out the type test obligation, it is carried out through 2 (two) steps, namely, preventive efforts and repressive efforts. Preventive efforts are carried out by providing socialization as well as complaints and consulting services for people who are still confused in terms of modifying motorized vehicles in accordance with applicable regulations. The repressive efforts were carried out by collaborating with the DIY Provincial Transportation Service and the Special Region of Yogyakarta Land Transportation Management Center (BPTD DIY) to carry out a joint operation (Operation Order/Optib). The main obstacles faced by Polda DIY are the lack of public participation and awareness of the law and the lack of special attention from police law enforcers.
