Abstract

The issuance of Regional Regulation of the City of Tasikmalaya Number 3 of 2022 concerning Poverty Alleviation is a form of the seriousness of the Regional Government of the City of Tasikmalaya in alleviating poverty in the City of Tasikmalaya. According to data from the Central Statistics Agency (BPS) of West Java Province, in the last 6 years, Tasikmalaya City has become the city with the poorest population in West Java. As mandated by the 1945 Constitution Article 34 that the poor and neglected children are cared for by the state. Institutionally, overcoming poverty from the past until now is still being carried out by the government, but the poverty rate is still relatively high. In this research, researchers have two problem formulations, namely first how to implement the Regional Regulation of the City of Tasikmalaya Number 3 of 2022 concerning poverty alleviation. Second, what is the perspective of Maqashid Syariah regarding regional regulations of the City of Tasikmalaya number 3 of 2022 concerning poverty alleviation. This type of research is field research. The nature of this research is descriptive-analytic. The approach in this study uses a juridical-empirical approach. And the data source used is the primary data source, namely collecting data findings in the field using observation and interview techniques with related parties in the City of Tasikmalaya. And also secondary data sources, namely by reviewing literature, laws and regulations and so on. The theory used by researchers to analyze is the theory of policy implementation and the theory of Maqashid Syariah. The results of this study are that first the implementation of the Regional Regulation of the City of Tasikmalaya Number 3 of 2022 concerning poverty alleviation has not been running as it should and explaining the inhibiting factors. The two regional regulations of Tasikmalaya City regarding poverty alleviation are in line with the principles of Maqashid Syari'ah which are oriented towards benefit
