Abstract

Child marriage is a concerning fact that still occurs in Indonesia. Year to year, the number of child marriage keeps increasing, including in Bantul District., including in Bantul District. The Ministry of Religious Affairs keeps putting efforts to prevent the negative impacts of child marriage by implementing the School-Age Youth Development (Bina Remaja Usia Sekolah) program. This program is interesting to be examined because it focuses on school adolescents, the main subject of child marriage. The research type used is field research in which data is obtained directly from the research location. This research was conducted by describing various primary and secondary sources collected through interview and documentation data with a normative approach and was analyzed using the maṣlaḥah mursalah theory. The result of this research explains that the causing factors of child marriage in the Bantul District are, first, the condition of the children that have had sexual intercourse as husband and wife, resulting in the pregnancy of the bride-to-be. Second, the factors of low education and economy both from the parents and children. Third, fears of being a disgrace to the family, the fetus not having a relationship with the father and anxiety about the child committing worse acts by continuing to violate the norms of society. The Ministry of Religious Affairs of Bantul Regency seeks to prevent child marriage through the BRUS program by providing two materials: Healthy Adolescents and Skilled Self- Management. The two materials are conveyed in order to achieve the five pillars of learning: To Know, To Do, To Be, To Live Together, and To Transform the Self and Society. The positive values of the BRUS program implementation to prevent child marriage in Bantul District aligns with the concept of maṣlaḥah with the category of maṣlaḥah aḍ-ḍarūriyah because the impacts of child marriage affect some aspects of maqāṣid asy-syarīah: ḥifẓ ad dīn, ḥifẓ an-nasl, dan ḥifẓ al māl. The BRUS program is also included in the category of maṣlaḥah mursalah because the BRUS Program is a benefit not confirmed by the Quran or Hadith regarding its establishment or rejection. This also follows the fiqh rule that preventing harm is preferable to taking benefit. Moreover, the BRUS Program can prevent the number of child marriages with negative effects even in various aspects of life and not only affect those who did child marriage but also affect the condition of society in general.
