Abstract

This study aims to analyze the implementation of poverty alleviation policies at the Lapad Ruhama Institute in Garut Regency. This research is considered important because, substantially and ideally, poverty alleviation policies are considered to be able to reduce the number of poor people and achieve significant changes in poverty levels. This research is qualitative, with an attempt to confirm the entire data through observation, interviews, and document review, resulting in a descriptive analysis. The theory used in this study is the theory of policy implementation initiated by George C. Edward III in the study of public policy. This study provides a conclusion that first, the actions taken by Lapad Ruhama in alleviating poverty in Garut Regency are: integrating information, data, and social protection services and poverty reduction programs; identifying the grievances of the poor; recording participation and program needs; handling complaints of the poor; as well as updating DT PPFM so that the data presented is accurate, up to date, and reaches the right target. Second, in synchronizing various social protection services and poverty alleviation programs, Lapad Ruhama coordinates through the SIKS SLRT application, cell phones, and face to face meetings. The existence of Lapad Ruhama provides easy and integrated access for the poor to poverty alleviation services and programs. The impact can be seen from the increase in the number of people receiving social assistance and services provided. This has resulted in a decrease in the number of poor people in Garut Regency in 2022. Third, the implementation of poverty alleviation policies at the Lapad Ruhama institution includes efforts to connect the poor with various social protection services and poverty reduction programs managed by the central, provincial, district, and village governments, as well as by the private sector. There are four indicators for successful policy implementation: communication, resources, disposition, and bureaucratic structure. All of these indicators can influence the implementation of poverty alleviation policies at the Lapad Ruhama institution in Garut Regency. Therefore, obstacles in implementation can be used as an evaluation by policy implementers in an effort to reduce poverty in Garut Regency.
