Abstract

This research aims to find out how the forms of Klitih cases in the Special Region of Yogyakarta, find out how the role of the Directorate of Community Development (Ditbinmas Polda DIY) in efforts to eradicate Klitih cases and aims to find out what are the inhibiting factors of Ditbinmas Polda in efforts to eradicate Klitih cases in DIY. This study has important significance because the Special Region of Yogyakarta holds various titles as a student city and a popular tourist destination. Although Yogyakarta is not free from crime problems, some types of street crime known as Klitih may be less common in other cities, Klitih is a type of crime that is mostly committed by minors. The research method used is descriptive qualitative research, the type of case study approach with the research subject, namely members of Ditbinmas Polda DIY who are determined purposively. Data collection techniques through interviews with members of Ditbinmas Polda DIY and documentation, inductive data analysis techniques through data reduction, data categorization, data presentation, and conclusion drawing. The results show that Klitih crime is motivated by several factors both internal and external, the form of Klitih cases has different characteristics from other crime cases, the role carried out by Ditbinmas Polda DIY in efforts to eradicate Klitih cases is by pre-emtif and preventive efforts by means of preventive approaches, information education, increased patrols and raids, and collaboration between related parties and the obstacles faced by Ditbinmas Polda are limited resources, lack of community involvement, community resistance, and obstacles in implementing the Pre-Emtif program.
