Abstract

Surakarta District Regulation Number 4 Years 2012 about Child Protection is a regulation formed by the Surakarta Dsitrict Government in organizing protection and reducing violence in Surakarta District, even though the regulation has been based on data from Lembaga Yayasan Kepedulian untuk Anak (KAKAK) recorded that every year the number of child violence has increased although fluctuating in the last four years. This study aims to determine the extent of the implementation of Surakarta District Regulation Number 4 Years 2012 concerning Child Protection at the KAKAK Foundation.This research is in the form of descriptive research, the analysis of the research subject is determined by normative juridical means, the validity technique used by researchers is descriptive analysis. Data collection through interview, observation and documentation methods. The results of this research show that the KAKAK Foundation has fulfill the elements of policy implementation seen from the 4 elements in Edward’s III opinions namely communication, resource availability, commitment and program implementation and bureaucratic structure, although the implementation cannot be said to be maximal due to limited data from the authors. Reviewing from 5 principles of hadhanah, the implementation of district regulation number 4 Years 2012 at the KAKAK Foundation in fulfilling child protection in the form of fulfilling education, basic needs, health, protection and justice has been fulfilled properly.
