Abstract

The weaknesses of the Dewan Perwakilan Daerah (DPD) related to its legislative function are primarily evident in the substantial limitations of its legislative authority. Despite its role in providing considerations for bills related to regional interests, the DPD lacks veto power or the final decision-making authority in the legislative process. This limited legislative power diminishes its influence in formulating national policies. Additionally, the dependency on the Dewan Perwakilan Rakyat (DPR) as the main legislative decision-making body poses challenges. The dominant legislative processes in the DPR may sideline the DPD and reduce its contribution to crafting laws that optimally represent regional interests. The constraints on the legislative authority of the DPD may impede its ability to effectively respond to issues and dynamics at the regional level. The research employs a legal document analysis approach and literature review to gain a profound understanding of Indonesia's constitutional system, the role of DPD RI, and the legal framework governing its legislative authority. The concept of Siyasah Dusturiyah is outlined as the legal foundation governing the procedures for lawmaking and the role of DPD RI in that process. Meanwhile, Strong Bicameralism is articulated as a necessity for the sustainability of a robust dual representation system, emphasizing the importance of the legislative authority of DPD RI. The research findings highlight the significance of strengthening the legislative authority of DPD RI as a manifestation of bicameral parliament implementation, ensuring its active participation in the lawmaking process. Furthermore, Strong Bicameralism is identified as a vital element in maintaining a balance of interests among regions and optimizing the performance of the national legislature. The research aims to contribute to a deeper understanding of the urgency of enhancing the legislative authority of DPD RI in the context of Indonesia's constitutional framework, serving as a reference for policymakers, legal practitioners, and researchers in developing a more effective and inclusive representation system
