Abstract

Regional autonomy gives regional governments the authority to regulate and regulate the arrangement of street vendors in their area. The regulation aims to ensure street vendors can operate regularly and safely in public spaces. In its implementation, Magelang Regency already has regional regulations regarding street vendors, but in implementing these regional regulations there are still records regarding implementation in the field, especially in the Salaman Magelang area. The research method used is field research, namely a type of research whose object is directly from the field. Research was conducted at several street vendors in Salaman District to obtain data by direct interviews. Interviews were conducted with local communities affected by street vendor violations as well as interviews with relevant policy stakeholders, namely the Magelang Regency Trade and SMEs Service, Salaman District Market Service. Apart from that, an analysis of Regional Regulations related to the problem under study was also carried out. The results of this research show that in the implementation of Magelang Regency Regional Regulation Number 7 of 2009 concerning the Arrangement and Empowerment of Street Vendors, it appears that efforts to enforce the law and apply the principles of good governance still face several challenges. The main factor influencing this is street vendors' lack of understanding of these regulations. Even though outreach and outreach efforts have been made, there are still a number of traders who do not comply because they feel that the place they choose to sell is more profitable in terms of customers. This indicates the need to increase outreach and provide better understanding to traders.
