Abstract

The system of changing leaders used by Indonesia is done through elections. KPU as an election organizing agency has an obligation to provide voter education to the community. The purpose of this research is to analyze the use of communication strategies used by the KPU of Purbalingga Regency in the implementation of voter education programs in Purbalingga Regency. This research uses descriptive qualitative research methods. The data in this study were obtained through observation, interviews and documentation. The subjects of this research were the Chairman, Commissioners, Head of Subdivision and Staff of KPU Purbalingga Regency. The results of this study indicate that the KPU of Purbalingga Regency applies a communication strategy in preparing voter education programs. The communication strategy consists of recognizing the audience, composing messages, determining methods and choosing media. Through the preparation of the communication strategy, it is easier for the KPU of Purbalingga Regency to create programs or activities that are in accordance with the audience and the goals to be achieved.
