Abstract

This study examines the role and efforts of DP3AP2KB Yogyakarta City towards preventing child marriage. The reasons behind this research are: first, Yogyakarta City is one of the cities that received awards in the KLA (Child-Worthy City) main level category for 3 three consecutive years from 2021-2023. The results of this predicate are not comparable to the increasing cases of child marriage that occurred in the city of Yogyakarta in 2021-2022. Based on data from Puspaga Kenari DP3AP2KB Yogyakarta City, child marriage in 2021-2022 cumulatively increased from 92 to 142 people. Second, in its implementation, efforts to prevent child marriage that occur in the city of Yogyakarta are still not optimal. Although there is a mayoral regulation Number 7 of 2019 concerning child marriage prevention programs, the practice of child marriage is still often identified. This is certainly dangerous and affects the quality of human resources, increasing poverty rates, maternal and child mortality, child stunting and school dropouts for children. It is in this position that research is conducted. This study examines why the rate of child marriage in Yogyakarta has increased in 2021-2022 and how the role and efforts of DP3AP2KB to prevent child marriage. This research is a type of field research with qualitative methods. Data collection through interviews, documentation, and observation with DP3AP2KB the city of Yogyakarta. The nature of this research is descriptive analysis that uses an empirical-normative approach. The source of the data was obtained from interviews with DP3AP2KB the city of Yogyakarta which were supported by literature references related to the discussion. The author uses the sociological theory of Islamic law to determine the factors causing the increasing number of child marriages in the city of Yogyakarta in 2021-2022 and the empowerment theory of actors Sarah Cook and Steve Macaulay to support the role and efforts of DP3AP2KB the city of Yogyakarta in increasing empowerment realized by the prevention of child marriage. The results of the study resulted in two conclusions: First, the increase in cases of child marriage in the city of Yogyakarta 2021-2022 was caused by several factors, namely: strong perceptions of parents in matchmaking culture, economic factors, low levels of knowledge and education, and pregnancy out of wedlock. Based on the analysis of the factors behind the increasing age of child marriage in the city of Yogyakarta in 2021-2022 is not in accordance with the sociological principles of Islamic law and is contrary to guardian Number 7 of 2019 concerning the prevention of child marriage. Second; DP3AP2KB has a role in providing education and information to the community about the dangers and negative impacts of child marriage, campaigns and socialization to increase public awareness about the prevention of child marriage either through seminars or workshops, supervision and supervision and enforcement of child law, assistance and guidance to families at high risk of marriage, synergy between local government organizations and community organizations. Meanwhile, the efforts made DP3AP2KB the city of Yogyakarta go through four stages, namely: first, preventive efforts for example; provides childcare counseling, consultation, outreach and parent assessment services Caten. Second, promotional efforts for example; education about parenting on YK TV, smart puspaga class, through social media, youtube and sanora radio broadcast. Third, curative efforts, for example: handling victims of crime and violence quickly, precisely, and accurately by law enforcement officials. Fourth, rehabilitative efforts, for example: providing assistance for victims, witnesses and perpetrators of crimes and violence, which include, among others, psychologists, doctors and / or psychiatrists etc. While efforts that have not been optimal such as; uneven distribution of gender and children's rights, limited sources of development funds and capacity, quality of human resources in program organizers, lack of participation of community leaders, and uneven regulations on preventing child marriage in each village. In order to change the situation towards independence, the study of community empowerment with the framework of "actors" will foster awareness, self-confidence, enthusiasm for opportunity, responsibility, support, initiative, and creativity.
