Abstract

Sembalun Lawang village is an area that is rich in natural resources and has a diversity of traditions and culture that can become icons and attractions to be developed into halal tourism. This village can also be said to be the most fertile village in West Nusa Tenggara Province because it is located in a mountainous area and has a cold climate, very suitable for the development of agrotourism which can then become a field of additional income for the local community and can have a positive impact on community welfare. However, with all the prospects of natural riches and cultural diversity which have become icons and attractions, tourism in the village of Sembalun Lawang still tends to stagnate. Due to the lack of local government involvement and lack of training programs, this is an inhibiting factor for the community to further develop various types of tourism in the Sembalun Lawang area. This research attempts to answer the problem formulation regarding: What is the strategy for developing Community Based Tourism in Sembalun Lawang Village?; What is the role of the community in developing Community Based Tourism in Sembalun Lawang Village?; What is the impact of Community Based Tourism on community welfare? The method used in this research is qualitative with a field study design and uses a maqasid syari'ah approach. The data collection techniques used were observation, interviews and documentation. After the data is obtained, it is then analyzed using existing theoretical studies, so as to obtain conclusions that are in accordance with the formulation of the problem being studied. The research results show that in developing Community Based Tourism in Sembalun Lawang Village; (1) Development strategy by issuing regulations (awik-awik) in each tourist destination, improving services, completing existing infrastructure such as worship facilities, health centers, communication facilities, banking service centers, lodging, security posts, water, electricity, and the availability of shops selling various souvenirs from the hands of local people. (2) Community Role; In the development of tourism in Sembalun Lawang, the community plays a very important role both directly and indirectly, such as: being a tour manager, tour guide, member of an arts group, provider of accommodation services and producer of creative Sembalun weaving products. (3) The impact of Community Based Tourism on community welfare. The existence of halal tourism guarantees that the needs for clothing, food and shelter will be met from every community activity as managers, accommodation service providers, tour guides, traders and handicraft products, where from these activities the community has additional income to meet basic needs. Apart from that, tourism development carried out in Sembalun Lawang Village can provide education to village youth, provide skills training and provide understanding about preserving local culture and wisdom to the local community. And by involving young people as tourism managers, this can indirectly minimize negative habits.
