Abstract

The Taliban has once again assumed control of the Afghan government following the withdrawal of American military forces in 2021. Under the Taliban regime, efforts to marginalize women have been initiated, including the closure of schools, restrictions on women leaving their homes unaccompanied, and, most recently, the prohibition of Afghan women working for the United Nations (UN). The ban on women working for the UN has garnered significant attention from both regional and international media outlets, with AJA and AJE being notable contributors to the coverage. Despite being under the same ownership umbrella, these two news sites exhibit distinct agenda-setting due to their divergent target audiences. This research adopts a qualitative descriptive approach, utilizing Zhongdang Pan and Kociski's Framing Analysis model. The intersectional feminist theory and theory of the construction of social reality in mass media applied as the conceptual framework. The research findings reveal significant differences between AJA (Al Jazeera Arabic) and AJE (Al Jazeera English) in framing news about the prohibition of Afghan women working for the UN. AJE explicitly favors the UN, evident in the presentation of headlines, leads, and the content, which extensively quotes statements from the UN and Western entities. In contrast, there is inconsistency in neutrality in AJA. AJA quotes both the UN and the Taliban to achieve a balanced portrayal in its reporting but also publishes news with a Taliban perspective. Both news sites frame different social reality constructions, influenced by the difference of audience demographics and media development locations.
