Abstract

Since Law No. 6/2014 was implemented as a policy that provides democratic space for rural communities, the potential, expectations and availability of assets at the grassroots have opened up development opportunities to create sustainable livelihoods, but there are still various problems such as stereotypes, discrimination, marginalization and vulnerability that make people with disabilities not considered and difficult to be independent. This is a crucial challenge to make a village inclusive. This study aims to explore the strengthening of community ties as an inseparable instrument of inclusive villages and respect for individuals and encouraging independence for people with disabilities. What distinguishes this study from the research that has been done lies in the focus of the research, where previous studies have focused on the development of inclusive villages through the fields of economy, tourism, education and health. Meanwhile, the researcher focuses on the development of inclusive villages through strengthening the community ties of persons with disabilities. This research uses a qualitative method with a case study approach to explain the development of inclusive villages through strengthening community ties for people with disabilities. The data collection process was conducted using three mechanisms: in-depth interviews, field observations and documentation. The results of this study show that the community ties of persons with disabilities in Palbapang Village have progressed with the formation of solidarity, although it has not reached a comprehensive level because it is relatively newly formed. Emile Durkheim's social solidarity theory is used to explain that there are common goals and values among people with disabilities that drive mechanical solidarity, while differences in roles and functions reflect organic solidarity.
