Abstract

Requirements engineering is an essential phase during software development. Theoretically, gathering requirements requires structured and systematic steps because we must ensure that all requirements are complete, consistent, and unambiguous. However, there needs to be more studies in the real context, especially in micro, small, and medium-scale software development institutions, where they usually require more human resources, infrastructure, and financial resources. Therefore, this study aims to describe requirements engineering practices in software development agencies. We used a qualitative approach. This research was designed using narrative (descriptive) research. Data were collected from interviews, observations, and documentation from six institutions developing various software types. The collected data were then analyzed using content (text) analysis using Yin's Five Cycle analysis method using Nvivo 12 software. As a result, each institution takes a different time to gather requirements (four institutions take 1 week per month, two institutions take 1-3 months, and 2 institutions take more than 3 months). Recognizing the background of analysts, all institutions consider requirements elicitation to be a critical phase in software development, so they hire analysts with IT education backgrounds, most of whom have considerable work experience. This finding is reinforced by the fact that all institutions consider staff work experience when forming requirements analysis teams and assigning senior staff to specific teams. There needs to be more practical variation regarding requirements sources and elicitation techniques. All institutions use objectives, domain knowledge, stakeholders, and operational environment as requirements sources. Regarding elicitation techniques, all institutions used interviews and facilitated meetings and documents.
