Abstract

This research discusses community participation in the formation of Village Regulation (Perdes) No. 3/2017 on the Village Medium-Term Development Plan (RPJM Desa) in Pekon Negeri Ratu. The purpose of village development is stated in Law No. 6/2014 on Villages Article 78 paragraph (1), which is to improve the welfare of rural communities and the quality of human life as well as poverty reduction through the fulfillment of basic needs, the development of local economic vehicles and potentials, and the sustainable use of natural resources and the environment. The research background involves the urgency of community participation in village development planning, in line with Law No. 6/2014 on Villages. The formulation of the problem includes the level of community participation and conformity with village development guidelines. The research method used is empirical juridical with a descriptive approach, involving interviews and literature study. The approach used in this research is the Juridical-Empirical approach. The data obtained is presented descriptively and then analyzed qualitatively. The results showed that community participation in the formation of Village Regulation No. 3 concerning Village RPJM 2017-2022 in Pekon Negeri Ratu involved all elements of society, including community leaders, youth organizations, traditional leaders, religious leaders, and community representatives through the Village Consultative Body (BPD). This active involvement creates a democratic dimension in determining the direction of village development. Community participation in the formation of Village Regulations, particularly in the preparation of the Village Medium-Term Development Plan (RPJM Desa), has been conducted in accordance with the provisions set out in Permendagri No. 114/2014 on Village Development Guidelines. The deliberation process involving village officials, the Village Consultative Body (BPD), the Community Empowerment Agency (LPM), and community leaders succeeded in creating a solid understanding of the vision, mission, and programs of the village head for the next six-year period. Implications and recommendations include increasing participation and conformity, with the hope of strengthening the implementation of village development and community empowerment policies. This research contributes to the understanding of community participation in the context of village development planning.
