Abstract

Openness or transparency of information from stakeholders or the government is one of the principles or pillars of a country that adheres to democratic understanding. The Indonesian state, one of the adherents of democracy, should now have implemented public information disclosure in this digital era. The Indonesian government has actually been committed to realizing public information disclosure, namely with the establishment of Law No. 14 of 2008 concerning Public Information Disclosure (KIP), passed by the House of Representatives (DPR) on April 3, 2008. However, in practice, the KIP Law has not been properly implemented by stakeholders and well digested by the community. Some government agencies still seem closed, convoluted, and slow in providing information to the public. Therefore, Law No. 14 of 2008 concerning public information disclosure mandates the establishment of an information commission, including the information commission at the provincial and district levels. This study aims to find out and analyze the communication management of the Central Java Provincial Government in the implementing of public information disclosure policies in the digital era. This research uses qualitative methods with a descriptive analysis approach with analytical techniques using interactive models from Miles and Huberman. The result of this research is that Diskominfo of Central Java Province implements a public openness policy by making plans, taking action, and communicating, which are carried out in an integrated manner to produce optimal results. This public openness policy continues to be pursued smoothly by following the rules of the center. This also has a positive impact on transparency, participation, and accountability.
