Abstract

The large number of suicides every year in Gunungkidul Regency indicates that there are problems related to the mental health aspects of the community, which encouraged the regional government to issue Regent Regulation Number 56/2018 on Suicide Prevention. However, in its implementation, the effectiveness of suicide prevention was not maximised. The policy was then evaluated in Gunungkidul Regent Regulation Number 18 of 2022 on Amendments to GK Regent Regulation Number 56 of 2018, which highlighted changes, especially the direction of dealing with mental health problems, which are becoming more comprehensive. On the other hand, the implementation of the policy still faces several challenges, including stigmatisation and discrimination of mental health problems that need to be protected by law through the theoretical approach of maslahah and law as a social engineering tool. This research uses a field research model or (field research). The approach used is empirical juridical, which is elaborated with a socio-legal approach or a study of legal science with the help of social science theory. Data collection methods used were interviews, observations and documentation as primary data and literature review as secondary data. The data analysis techniques used were Milles and Huberman's qualitative model and descriptive statistics. The results showed that in terms of implementation, the suicide prevention policy in Gunungkidul Regency still faced obstacles in terms of effectiveness, as the accumulation of cases between before and after the policy did not show a significant decrease. Using the Maslahah approach of Izzudin Abdis Salam, policy-based suicide prevention efforts are the responsibility and concrete steps of a leader in overcoming the problems of his people's lives as the purpose of Shara' or Maqashid Sharia to achieve good in this world and the hereafter and prevent harm or Mafsadat. In the perspective of law as a social engineering tool, suicide prevention policy instruments are used as a means to achieve goals as well as a form of formal social control to break the negative stigma and discrimination associated with mental health problems.
