Abstract

Downsizing is a cost-reduction strategy employed by companies through measures such as reducing working hours, cutting the workforce, or closing inefficient plants or departments, with the aim of strengthening and advancing the company. The downsizing of three state-owned Islamic banks, namely BRI Syariah, BNI Syariah, and Bank Syariah Mandiri (BSM), initially sparked a controversy, with both supporters and opponents voicing their opinions. The government's profit-oriented objective in downsizing these three banks has been criticized by those who argue that it neglects the social needs of lower and middle-income communities, results in the management of the banks being dominated by the one with the largest assets prior to the merger, and creates disparities among employees. This study seeks to explore the phenomenon of downsizing in Islamic banks in Indonesia from the perspective of maqashid sharia. The study adopts both qualitative and quantitative descriptive statistical approaches, utilizing primary and secondary data obtained from the websites of the Financial Services Authority (OJK), the relevant banks, as well as from employees and customers of BSI. The analytical tools employed include Multiple Linear Regression with SPSS and an inductive approach. The results indicate that the implementation of downsizing in Islamic banks can enhance bank performance, leading to the growth and strengthening of Islamic banking businesses both nationally and globally. This is closely aligned with the theory of maqashid asy- Syari'ah, particularly within the framework of ḍaruriyat al-khamsah, specifically in the categories of hifẓu ad-din and hifẓu al-mal. This overarching objective is prioritized over the welfare of BSI employees, where a gap persists between the salaries of former BSM employees and those of former BRI Syariah and BNI Syariah employees. From the perspective of customers, the downsizing has led to an increase in the number of BSI customers, and they generally support the downsizing initiative.
