Abstract

Gender mainstreaming has experienced a massive increase in Indonesia, including in statutory regulations. The issuance of Regulation of the Minister of Women's Empowerment and Child Protection (PPPA) of the Republic of Indonesia Number 7 of 2022 concerning Improving Family Quality in the Development of Women's Empowerment and Child Protection which is adapted to the Attachment to Law Number 23 of 2014 concerning Regional Government which in more detail emphasizes "Family Quality in realizing Gender Equality and Children's Rights” is one example. This mainstreaming has also led to an increase in the number of women working. On the other hand, women's active involvement in the public sector creates the possibility that women experience a double workload. Kulonprogo Regency is the district with the highest rate of working women in the Special Region of Yogyakarta Province (70.99%). On the other hand, the number of toddlers in Kulonprogo Regency is also high, especially in Kapanewon Nanggulan with the highest number of Toddler Family Development groups, Donomulyo Village with the highest number of toddlers (305 toddlers). The role of parenting in a child's early years is a crucial role. The high number of children under five and the number of women who work make it possible for childcare polemics in working husband and wife families. It is interesting to conduct research on the quality of childcare in working husband and wife families in Donomulyo Village from a gender perspective. This type of research is field research using a normative Islamic law and gender approach. This research is descriptive analytical in nature. Research data was taken using interview, observation and document techniques, and analyzed qualitatively using inductive methods. The results of the research show that the quality of child care in working husband and wife families is classified as a family with adequate and adequate care. All dimensions of the quality of child care are in line with the five principles of Jasser Auda's contemporary Maqāṣid asy-Syarīʻah. The fulfillment of adequate quality child care in the respondent's family goes hand in hand with the achievement of the five principles of Jasser Auda's contemporary Maqāṣid asy-Syarīʻah. Basically, both husband and wife in working husband and wife families have the view that both have the same rights and obligations to take part in public, domestic and social activities. This view minimizes the occurrence of marginalization, subordination, stereotypes or violence. The double workload occurs on wives in six respondent families, while one respondent's family has implemented balanced cooperation between husband and wife.
