Abstract

Arisan ongghe'en is one of the ways to fulfil various needs of the people of Pragaan Village. This arisan is different from arisan in general where each member will get their rights with the same value without any additions or shortages, but it is different from arisan ongghe'en where each member gets arisan money with different values due to the additional money that is increasing even more than the basic contribution in arisan. The difference between the winner of the first and last draw is very far, and this has become an agreement at the beginning of the arisan and all members agree to all the provisions in the arisan ongghe'en. The existence of additional money and differences in income makes the authors interested in conducting research with the title Arisan Ongghe'en Phenomenon among the People of Pragaan Village, Sumenep, Madura. The problem investigated by the authors is how the practice of arisan ongghe'en occurs in the field and why arisan ongghe'en is still carried out by the people of Pragaan Village. This type of research is field research (field Research) conducted in Pragaan Village Sumenep Madura by using a sociological-normative approach that aims to know the phenomenon to be studied. The subjects in this research are the parties who participate in the arisan ongghe'en, namely the group leader and arisan members. The data sources used are primary and secondary data sources with data collection methods through interviews and documentation. The results of this study explain that the practice of arisan ongghe'en has become a habit of the people of Pragaan Village and is included in traditional actions. Each member conducts arisan ongghe'en based on considerations and objectives to gain benefits in conducting arisan ongghe'en practices and this is included in instrumental rational action. Arisan ongghe'en is also based on the action of value rationality, namely all members conduct arisan to get the wisdom and blessings contained in arisan. All members who take part in arisan are not due to coercion or pressure from someone but arise from the wishes of each individual, and this is included in effective action. In Islamic law, this arisan ongghe'en is included in 'urf, which is a custom that occurs among the people of Pragaan Village and is difficult to eliminate. The factors that influence the arisan ongghe'en are habit, profit, and equality of profession and occupation.
