Abstract

This research aims to examine the influence of poverty variables, economic growth and government spending in the education sector on the Indeks Pembangunan Manusia (IPM)in the districts/cities of Yogyakarta Province in 2012-2022. The analysis results show that the best estimation model for hypothesis testing in this research is the Fixed Effect Model (FEM). Based on the research results, the following conclusions were obtained: first, the poverty variable has a significant negative influence on HDI in the Regency/City of Yogyakarta Province in 2012-2022. Second, the economic growth variable does not have a significant influence on the HDI in the Regency/City of Yogyakarta Province. Third, the government spending variable in the education sector has a significant negative influence on HDI in the Districts/Cities of Yogyakarta Province in 2012-2022. This indicates that although there has been an increase in government spending in the education sector, this has not had a positive impact on HDI. Specifically, an increase in government spending in the education sector by 1% will actually reduce the HDI by 1.10%. These findings confirm that poverty reduction strategies are more effective in increasing HDI compared to efforts to increase economic growth or education spending. Therefore, policies that focus on reducing poverty are expected to significantly improve the quality of human development in the District/City of Yogyakarta Province.
