Abstract

The collapse of world oil prices in 2014 made Saudi Arabia look for ways to avoid being addicted to oil as its main source of income. Therefore, Saudi Arabia's Vision 2030 was initiated as the basis for Saudi Arabia's change to get out of its addiction to oil. To make Saudi Arabia's Vision 2030 a success, Saudi Arabia is reforming in various sectors, one of which is the Hajj and Umrah sector. This study aims to answer several important questions, namely; why is Hajj and Umrah a priority in Vision 2030? What are the forms of policy changes related to Hajj and Umrah in Saudi Arabia's Vision 2030 and how is the implementation of these policy changes? How are Indonesia's efforts in responding to changes in Hajj and Umrah policies in Vision 2030? This research is a qualitative research with descriptiveanalytical method and is a library research. The theories used in this research are public policy analysis theory, national interest theory, and religious tourism. The result of this study is that the importance of Hajj and Umrah in Vision 2030 is due to the potential for economic growth in Saudi Arabia and the development of religious tourism. Given the increasing number of pilgrims each year to Saudi Arabia. Hajj and Umrah policy changes made by Saudi Arabia focus on increasing the capacity and quality of services with the aim of providing the best service to God's guests. To realize Vision 2030, Saudi Arabia has run massive programs and projects as a form of implementation of this policy, namely the existence of the Doyof Al-Rahman program (God's guest service) and digital transformation. These policy changes have also affected the system of organizing Hajj and Umrah in Islamic countries, such as Indonesia. Therefore, Indonesia needs to address the policy changes as they have implications for the country and its people.
