Abstract
Corruption is an extraordinary crime that requires extraordinary measures to combat. This is because the impact of corruption not only harms the state's finances but also affects the rights that should be enjoyed by the public. Corruption is also an international issue that must be eradicated in line with international commitments, as evidenced by the United Nations Convention Against Corruption (UNCAC). Corruption is regulated under Law No. 31 of 1999, as amended by Law No. 20 of 2001 on the Eradication of Corruption Crimes. In practice, corruption is often committed by government officials who are supposed to fulfill their duties by not engaging in corruption, collusion, and nepotism. As occurred in Sleman Regency, there was corruption in the utilization of village land involving government officials. Sleman Regency itself has 19,574 plots of village land that should be utilized as a source of village income but are often misused and become a field for corruption. Based on this, the focus of this research is on law enforcement and the obstacles faced by the DIY High Prosecutor's Office in handling corruption of village land in Sleman Regency. This research is a field research with a juridical-empirical approach. The data collection technique used in this research is through interviews. The method of analysis used is qualitative analysis by conducting a descriptive analysis of data obtained from the field and linking it with legislation. In this research, two theoretical frameworks are also used as analytical tools: law enforcement theory and fraud triangle. The results of this study indicate that the law enforcement efforts carried out by the DIY High Prosecutor's Office in corruption cases involving the misuse of village land in Sleman Regency are conducted through two approaches: preventive and repressive. Preventive efforts are made by conducting socialization and education to the public and village government officials regarding corruption that may occur in the immediate environment, such as corruption in the misuse of village land. This socialization is carried out through direct forums as well as utilizing social media. Meanwhile, repressive efforts are conducted by carrying out investigations, prosecutions, and trials in accordance with the Criminal Procedure Code and the Corruption Law. Although in practice, the DIY High Prosecutor's Office still seems to be "groping" in carrying out repressive efforts, considering there is no jurisprudence on this case yet. The obstacles in enforcing the law against corruption of village land in Sleman Regency include differences in opinions among law enforcement officers, a lack of firm action by supervisory officers, and a lack of public awareness about legal issues in their surroundings.
