Abstract
Mekaar Program is a program from PNM (Permodalan Nasional Madani) which aims to empower underprivileged women who are micro and small business actors. Cimrutu Village is one of the villages in Patimuan District with the most PNM Mekaar members or customers after Sidamukti Village. However, the limited facilities and infrastructure available are an obstacle to the empowerment process. So that this condition is interesting to study further regarding the role of the Mekaar program in community empowerment programs. This study uses the concept of empowerment and the theory of Social Capital by Robert Putnam which includes trust, networks, and norms to analyze field findings. This study aims to reveal how the Mekaar program plays a role in community empowerment. This study uses a qualitative approach and case studies to understand how the Mekaar program plays a role in community empowerment. Data was collected through interviews, observations, and documentation conducted during the period March-July 2024. And then analyzed using the data analysis method by Miles and Huberman. The results of the study showed that the implementation of the Mekaar program in Cimrutu Village was through group formation activities, Weekly Group Meetings (PKM), Recruitment of new members, Talangan Culture, and business training and mentoring activities. There are driving factors and inhibiting factors in the PNM Mekaar program. Driving factors include population conditions, religion and community willingness. Inhibiting factors include economic conditions, community education conditions and infrastructure. The implementation of the PNM Mekaar program has a positive impact in the form of increasing community income and expanding relationships. However, the negative impacts that arise include cases of joint liability that burden the group and the emergence of a tendency or habit of the community to go into debt. Community social capital has a significant role in empowerment efforts by Mekaar. Trust plays a role in Cooperation and solidarity which is reflected in the Weekly Group Meeting (PKM), and increasing active participation in empowerment programs is reflected in the enthusiasm of the community in training activities. Networks play a role in developing groups and expanding cooperation which is reflected in socialization activities and the MAYA MBA Program. The Mekaar Program brings social changes in the Cimrutu Village community, including expanding networks or relations, strengthening trust and family norms, increasing community participation. However, there are also negative changes, including the emergence of a tendency to go into debt, and the existence of joint responsibility which becomes a conflict in the community
