Abstract

In a marriage, the age aspect is very important so that it becomes one of the benchmarks for the continuity of the family to become a good family sakinah, mawaddah, wa rahmah. Every couple who at the time of marriage has reached the age of majority as stated in Law no. 16 of 2019 in conjunction with Law no. 1 of 1974 concerning marriage, it is likely that the family will be more prosperous than a couple where one or both of them is underage. However, in reality in society, especially in the Pragaan District, Sumenep Regency, it is still the caseThere were 19 cases of early marriage that occurred in 2021 and 2022. Departing from the background above, the author formulates two main problems. First, what are the preventive efforts of the District KUA. Pragaan and in Overcoming early marriage in 2022. Second, how is the review of Positive Law and Islamic Law on the efforts of the District KUA. Pragaan in Overcoming early marriage in Kec. Pragaan Sumenep Madura and its effectiveness. The type of research carried out is field research orfield research. The nature of the research is prescriptive. The data acquisition methods used were observation, interviews and documentation. In preparing this thesis, the approach used is a normative approach, namely this approach is based on the norms or rules of Islamic law which are based on the Qur'an, al-Hadith, rules of ushul fiqh as well as the opinions of ulama and through analysis of Islamic law. and juridical through statutory regulations. while the juridical approach is based on Law no. 1 of 1974 concerning Marriage and the Compilation of Islamic Law. The program to educate and disseminate understanding regarding marriage laws and Islamic complications laws is the flagship program of the Pragaan District KUA as a form of suppressing the phenomenon of early marriage in the Pragaan District KUA working area in order to create a safe, comfortable, peaceful and peaceful household. The results of this research show that the efforts made by the Pragaan District KUA to reduce the rate of early marriage are by carrying out outreach in the form of counseling, dialogue, recitations and workshops for the community regarding the Prevent Three program.
