Abstract

PT X is one of the transportation equipment manufacturers in Indonesia. In its raw material procurement, PT X uses a bidding system where vendor selection is carried out through several stages to determine the winning vendor. However, due to the very complex and varied procurement, PT X still faces several issues, especially delays in procurement that risk causing project delays. This study aims to identify and mitigate risks in the raw material procurement process at PT X by applying the House of Risk (HOR) method, which consists of HOR Phase 1 and HOR Phase 2. From the mapping of raw material procurement activities and risk identification, 15 risk events and 17 risk agents were obtained. From HOR Phase 1, 6 priority risk agents were determined using a Pareto diagram based on the Aggregate Risk Potential (ARP) scores obtained. The priority risk agents include: high workload volume with an ARP with scor 1080, production constraints from the vendor with an ARP with scor 720, market price fluctuations with an ARP with scor 225, incomplete shipping documents from the vendor with an ARP with scor 180, defects from vendor work with an ARP with scor 180, and no vendors meeting criteria with an ARP with scor 135. From HOR Phase 2, 11 mitigation steps were obtained with the highest ETDk scores, namely PA1 and PA2: workload measurement for determining optimal employee numbers and evaluating work scheduling with a score of 3240.
