Abstract

In a pluralistic society, Indonesian society, especially non-Muslims, has several rights and responsibilities, such as the right to justice, the right to express oneself, dignity, state sovereignty, and others. Indonesia upholds the right of every citizen to uphold the highest values based on the 1945 Pancasila Constitution. This includes participation in politics and business, which are important to encourage pluralism and ensure the vitality of the state. Realizing these rights is very important to achieve the goals of the nation. The purpose of this study is something that is a right for non-Muslim citizens, socializing between religions, and the state has a goal to be achieved. The goal here functions as a foundation so that the goals are carried out do not deviate from a goal. Religious harmony must be intertwined, socializing between religions is a very valuable capital for the continuity of life of the entire community. The type of research used by the compiler is field research. The nature of this research is descriptive-analytical and the data sources used are primary data sources from interviews with Religious Figures and the Semarang City Community. Secondary data sources are also obtained from books, articles, journals, laws, regulations and others. In this study, the researcher uses the theory of Islamic Law and Constitutional Rights. The results of this study indicate that non-Muslims have rights in Islam and the Constitution, including political rights and social rights. They are considered equal to Muslims in terms of the right to participate in society and participate in the governance of society. Islam aims to protect the rights of non-Muslims by encouraging their participation in religious activities and ensuring that their rights are respected. This is a fundamental aspect of Islam and the constitution, as it guarantees that all individuals have the right to participate in community activities and participate in decisions made by the government. This equality is important for the welfare of all citizens, regardless of religion.
