Abstract

This research is motivated by the gap between the duties and functions of RT leaders in Hulubanteng Lor Village and Cirebon Regent Regulation Number 18 of 2024 concerning Village Community Institutions and Village Customary Institutions. The regulation aims to clarify the roles and responsibilities of RT leaders in carrying out community service duties, but in practice, their roles do not align with the regulation. This study seeks to address the issue of implementing the duties and functions of RT leaders and whether these duties and functions comply with the Regent Regulation of Cirebon. This research adopts a qualitative descriptive approach, with data sources consisting of primary data from interviews and observations, as well as secondary data from relevant documents. Data collection techniques include in-depth interviews, observations, and document studies, which are then analyzed descriptively to identify emerging patterns. The research method used is empirical juridical, a type of sociological legal research or field research. To analyze the roles, duties, and functions of RT leaders, this study applies the Structural Functional AGIL theory and principles of public service. The findings indicate that the implementation of Cirebon Regent Regulation Number 18 of 2024 in Hulubanteng Lor Village has not been effective. Several RT leaders do not fully understand the regulation, affecting their performance in accordance with the regulation. This misalignment includes a lack of understanding of their duties and functions, as well as the needs of the RT as a village partner in the Village Community Institution (LKD). Additionally, supervision of RT leaders remains ineffective, and low community participation further exacerbates the situation. Limited support from the village government also poses a major obstacle. Therefore, this study recommends enhancing the dissemination of the regulation to RT leaders and the community, as well as strengthening support from the village government. These steps are expected to ensure more effective implementation in accordance with the applicable regulations and to increase community participation in supporting the duties and functions of RT leaders.
