Abstract

BPJS employment is responsible for providing social protection to all groups of workers, wage earners and non wage earners. However, there are still many informal workers who do not know and have not registered as BPJS Ketenagakerjaan participants even though this program is a necessity imposed by the government. This is due to the lack of public awareness of the programs available at BPJS Ketenagakerjaan Palopo. This study aims to determine the communication planning carried out by public relations in increasing membership in the Non wage earners segment at BPJS Ketenagakerjaan Palopo. This research is a type of descriptive research that uses a qualitative approach. Data collection in this research is in the form of interviews, observation, and documentation. The results showed that the communication planning process carried out by the public relations of BPJS Ketenagakerjaan in increasing membership of non wage earners was going well, This is evidenced by the observation process of planning activities, but there is still a need for a directed and specific communication strategy in order to increase the participation of non wage earners and also increase trust in participants who have not yet registered. A more targeted communication strategy can be carried out by utilizing various communication media according to the characteristics of the target community. In addition, a personal approach and education about the benefits of the program are also important to increase public understanding and awareness of the importance of becoming BPJS Ketenagakerjaan participants.
