Abstract
The Special Region of Yogyakarta (DIY) is a predominantly Muslim area with significant potential as a halal tourism destination, particularly through its diverse meat-based culinary offerings. Ensuring halal and tayyib meat products is essential to meet the needs of the community and tourists while maintaining trust in product quality. This study aims to identify risks and formulate mitigation strategies within the halal meat supply chain in DIY using the House of Risk (HOR) approach. The HOR 1 analysis identified 13 risk events along the supply chain, including regulatory failures, animal health crises, and product contamination. Additionally, 36 risk agents were identified, with low public awareness of halal (A6) as the top-priority risk agent. The HOR 2 analysis produced 9 priority mitigation strategies, including strengthening the role of local governments through special autonomy funds, establishing integrated monitoring teams, harmonizing regulations, conducting halal awareness campaigns, and optimizing halal product branding through digital media. Recommendations include adjusting the nomenclature to integrate halal and tayyib concepts for a more holistic approach, enhancing BPJPH's regional capacity, integrating cross-agency policies, and enforcing strict sanctions for violations of halal standards. These strategies are expected to improve the reliability of the halal and tayyib product assurance system in DIY, strengthen its position as a leading halal tourism destination, and bolster Indonesia's competitiveness in the global halal industry.
