Abstract

Air pollution is a serious environmental issue that affects human health and ecosystem sustainability. The government plays a crucial role in implementing strategic policies to control air pollution and ensure citizens' rights to a clean and healthy environment. This study examines air pollution control policies in Central Lampung Regency based on Lampung Provincial Regulation No. 20 of 2014, focusing on the role of the Environmental Agency. Additionally, it analyzes these policies from an Islamic environmental perspective, which emphasizes the importance of ecological balance as part of maqashid shariah. This study employs a juridical-empirical approach, collecting data through document studies, interviews, and direct observations. Data analysis is conducted qualitatively to evaluate the effectiveness of the policies and their alignment with the Islamic principles of environmental protection. The theoretical framework includes the theory of citizens' rights to a good and healthy environment, legal implementation theory, and Islamic principles in environmental management. The findings indicate that air pollution control policies in Central Lampung Regency have made a positive contribution to environmental quality. The Environmental Agency has made significant efforts in implementing this policy through supervision and public awareness campaigns targeting both communities and industries. From the perspective of legal implementation theory, Challenges remain in optimizing supervision and enhancing community engagement in maintaining air quality. From an Islamic perspective, maintaining air quality is a moral and religious obligation aligned with the principle of hifdzun nafs (protection of life) in maqashid shariah. Therefore, synergy between the government, industries, and society must continue to be strengthened to improve the effectiveness of air pollution control strategies and create a healthier and more sustainable environment.
