Abstract

The rampant criminal acts of narcotics, including narcotics recidivists that occur in the community, require serious handling. Considering that narcotics crime not only disturbs the physical and psychological users, but also creates social chaos in the country. The government took action by establishing the 100,000 drug users Rehabilitation Movement program. in order to succeed the program, Class IIA Yogyakarta Narcotics Correctional Facility as a place for implementing coaching contributes by organizing a social rehabilitation program. Social rehabilitation is an integrated process of physical, mental and social recovery so that former drug addicts can return to carrying out social functions in community life. The social rehabilitation program needs to be re-analyzed how the implementation and what obstacles occur at the Class IIA Yogyakarta Narcotics Prison considering that there are still drug recidivists in Daerah Istimewa Yogyakarta Province. This research uses theory of punishment, correctional theory and rehabilitation theory. This research uses empirical legal research methods with an empirical juridical approach and analytical descriptive research nature. Data collection techniques using observation and interview methods conducted with employees of Class II A Yogyakarta Narcotics Correctional Facility, and literature study methods. Data analysis using qualitative analysis methods. The results of this study indicate that the implementation of guidance for narcotics recidivists through social rehabilitation programs needs to be done when viewed from 3 aspects, namely philosophical juridical and sociological. Class IIA Yogyakarta Narcotics Correctional Facility in accordance with the mandate of the Correctional Act has a very important role as a place of guidance for narcotics recidivists to carry out social rehabilitation. The results of the study also show that most of them are in accordance with the laws and regulations in force in Indonesia. Obstacles in the implementation of social rehabilitation for narcotics recidivists in Class IIA Yogyakarta Narcotics Prison consist of internal obstacles in the form of enthusiasm and motivation of the prisoners themselves and external obstacles in the form of limited facilities and infrastructure, budget and human resources.
