Abstract
Indonesia's Muslim-majority population makes the need for halal products very large. It is necessary to guarantee halal products for products entering and circulating in Indonesia. The halalness of a product can be determined by conducting halal certification by examining the product starting from the selection of raw materials, the production process, to the final product. In accordance with Law Number 33 of 2014 concerning Halal Product Guarantee (JPH) in article 4 concerning the obligation of halal certificates, halal certificates are an obligation for all business actors. Researchers aim to find out how effectively the law is implemented for micro and small business actors in Kebumen District. The effectiveness of the law on the obligation of halal certificates for business actors is reviewed in the theory of legal effectiveness from Soejono Soekanto. In addition, this study also aims to determine the supporting and inhibiting factors of halal certification obligations for micro and small business actors in Kebumen District. In September 2024, it can be seen that the number of halal certificates issued to business actors in Kebumen Regency is already 15,813. This research is a field research with an empirical approach. By using descriptive analytical qualitative research methods, namely methods that describe or provide a description of an event that is happening in the midst of society, then analyzed using the theory of legal effectiveness. Data collection in this study uses several techniques, namely observation, interviews and documentation. Based on research on the effectiveness of the halal certification obligation in Kebumen District, this program has shown quite positive results. However, in its implementation, of the five existing effectiveness indicators, there is one indicator that is still not running optimally. This is evidenced by the absence of enforcement and supervision carried out so that the law enforcement factor is still not running well. However, the other four indicators have been running well and the community factor occupies the most important point in supporting the effectiveness of this halal certification policy. This is evidenced by the fact that public awareness of the obligation to be halal certified is also quite high so that many business actors have made halal certification for their businesses.
