Abstract

Land acquisition for public purposes often has a significant impact on the livelihoods of affected communities. This study aims to analyze the implementation of land acquisition for the Jogja-Solo Toll Road project in Kalasan District, focusing on the fairness and appropriateness of the compensation provided. It also evaluates the extent to which compensation contributes to the welfare of the affected communities. This research is a field study with a descriptive-analytical approach using an empirical juridical method. Data were collected through interviews with affected residents and project implementation teams, as well as by analyzing official documents. The analysis focuses on the compliance of implementation with legal regulations, the assessment of socio-economic impacts experienced by affected communities, and public perceptions of the compensation process. This study concludes that the implementation of land acquisition in Kalasan District has adhered to legal aspects but has not been fully optimal due to lengthy negotiation processes, public objections to the compensation values offered, time- consuming administrative processes, and issues with residual lands submitted. The study also concludes that the compensation provided to the affected communities in Kalasan District has had a positive impact on their welfare, as seen from economic improvements and new business opportunities. Moreover, there have been no significant changes in the social life of the community, indicating that the implementation of fair and transparent compensation has ensured a sense of justice and certainty.
