Abstract

The construction of the Bener Dam in Purworejo Regency, Central Java, as part of a National Strategic Project, requires the supply of materials taken from Wadas Village. Andesite mining in Wadas has had a major impact on the environment and local communities. According to the AMDAL document, mining activities include the exploitation of 145 hectares of land and the use of 8.64 hectares of land for access roads. However, the Wadas community felt that they were not fully involved in the AMDAL preparation process, even though regulations, such as Law No. 32/2009 and the 2012 Minister of Environment Regulation, mandate public participation as an important element in environmental protection. This research aims to examine the extent of community involvement in the AMDAL preparation process for andesite mining in Wadas Village, identify obstacles faced in its implementation, and legal consequences. The research method used is a empirical-juridical approach by analyzing applicable regulations, AMDAL documents, and interviews with related parties. The results show that community involvement has not been implemented according to regulations, with participation limited to village representatives without directly involving affected communities. This has resulted in a lack of transparency, lack of accountability and community resistance to mining activities. This research emphasizes the importance of integrating public participation in the AMDAL preparation process to ensure environmental protection, improve the quality of life of communities, and support sustainable development.
