Abstract
This study aims to analyze the implementation of child protection and rights fulfillment policies at Yayasan Rumah Singgah Bumi Damai Orphanage based on the Regional Regulation of the Special Region of Yogyakarta No. 2 of 2018 concerning Child Protection and guided by George C. Edward III’s policy implementation theory. A qualitative descriptive approach using a case study method was employed, with data collected through participatory observation, in-depth interviews, and document review. The research subjects include the foundation’s management, caregivers, and child care representatives, who come from various vulnerable backgrounds such as orphans, victims of domestic violence, and former juvenile detainees. The findings reveal that although Yayasan Rumah Singgah Bumi Damai has made efforts to fulfill children’s rights through programs in education, health, religious, and social sectors, several challenges hinder the effective implementation of these policies. Key issues include a shortage of certified human resources, funding constraints heavily dependent on donations, and an organizational structure that lacks fully documented Standard Operating Procedures (SOPs) as well as formal accreditation. The study also highlights the crucial role of effective communication, inter-divisional coordination, and the positive disposition of caregivers in supporting policy implementation. These findings are expected to provide strategic recommendations for social institutions and local governments to enhance capacity, professionalism, and the quality of child protection services so that children’s basic rights are optimally met.
