Abstract
Bullying remains one of the most pressing issues in elementary school environments. According to data from the Indonesian Child Protection Commission (KPAI), 30% of bullying cases occur at the elementary level. This indicates that character education efforts still face significant challenges in preventing such behavior. This study aims to explore Civic Education (PKn) learning strategies to facilitate the development of anti-bullying character, considering that Civic Education is one of the subjects that integrates character education. This research employs a qualitative method using the Straussian model of grounded theory. Data were collected through interviews, observations, and documentation, then analyzed through the stages of open coding, axial coding, and selective coding. SDN Kowangbinangun was purposefully selected as the research site due to its ongoing character education programs. The findings reveal that Civic Education plays a vital role in shaping anti-bullying character through the instillation of values such as empathy, responsibility, and mutual respect. Strategies including direct instruction, media-based learning, and poster session activities are effective in fostering students' awareness to avoid bullying behavior. These strategies prove effective when supported by the active involvement of teachers, families, and external collaborations. The implications of these strategies for students include increased awareness of the consequences of bullying, the courage to report and confront bullying behavior, strengthened empathy and compassion, and improved social and cooperative skills. For teachers, the strategies serve as a practical guide to integrating character values into the learning process. For schools, the findings provide a basis for evaluating and enhancing sustainable character education programs.
