Abstract
The internalization of gender concepts within society influences the perspectives and practices of social workers, including in the provision of child protection. Social workers’ tendency to position mothers as primary caregivers further reinforces the expectation that the main responsibility for child protection lies with mothers. This often leads social workers to overlook mothers’ vulnerabilities and the complexity of their roles. This study aims to understand social workers’ gender perspectives on the mother’s role in protecting child victims of sexual violence. The research method used is qualitative-descriptive with a phenomenological approach. Subjects in this study were selected using a purposive sampling technique. Feminist social work theory serves as the conceptual framework to explain how social workers internalize gender-based social constructions regarding the mother’s role through their understanding of gender concepts, work habits, and interactions with client families. The findings indicate that social workers still primarily place mothers as the main caregivers in child protection, while the father’s absence in interventions is considered normal, thus reinforcing the father’s secondary role in parenting. Gender bias is evident from the primary focus on maternal care. Furthermore, the phenomenon of mother-blaming also emerged as a finding in the study, where mothers are burdened with guilt when they cannot meet ideal parenting standards. This research emphasizes the need for gender-sensitive social work practices to create a more just and inclusive child protection system.
